SERVICE AGREEMENT
Last updated: October 27, 2026
This Service Agreement (the "Agreement") is a public offer made by AB License LLC, a limited liability company registered in the State of Florida, USA, operating under the assumed name License.US (hereinafter — "License.US"), to any user of https://license-us.com/ and https://ru.license-us.com/ (the "Client", "You").
1. Acceptance of this Agreement
By checking the box in a form on the website confirming that you have read and agree to this Agreement and submitting that form, or by paying for License.US's services, you accept the terms of this Agreement in the version published on the website on the date of submission, and you confirm that:
  • you have read the full text of this Agreement and understand its terms;
  • you agree to them voluntarily and knowingly;
  • you are at least 18 years of age and have full legal capacity;
  • you consent to the processing of your personal data in accordance with our Privacy Policy;
  • you consent to conducting this relationship electronically.
Your electronic acceptance has the same legal effect as a handwritten signature under the U.S. Electronic Signatures in Global and National Commerce Act (E-SIGN Act).
If you do not agree to these terms, do not check the box and do not use License.US's services.
2. No Guarantee of Outcome
2.1. License.US is an independent consulting business. License.US is not a government agency, is not affiliated with any state licensing board, and has no authority to issue a license of any kind.
2.2. Decisions to grant, renew, reinstate or transfer a professional license are made solely by the relevant state authority. License.US does not guarantee that a license will be issued, that an application will be approved, that you will be admitted to an examination, that you will pass an examination, or any other outcome.
2.3. License.US does not provide legal services, is not a law firm, does not give legal advice, and does not act as your legal representative. This Agreement does not create an attorney-client relationship. License.US prepares documents at the Client's direction and on the basis of information the Client supplies. Any view on the prospects of an application reflects License.US's practical experience, is informational, and is not legal advice or an opinion on entitlement to a license. Whether the Client meets the requirements is decided solely by the state authority. The Client may consult a licensed attorney at any time.
2.4. License.US does not provide immigration services and does not advise on immigration status.
2.5. Processing times. License.US does not set or guarantee the time the authority takes to review an application, or the outcome of that review. Any timeframes mentioned are indicative and do not constitute a commitment by License.US.
3. Scope of Services
3.1. License.US provides the following services, the specific scope of which is agreed with the Client in writing (by email or messenger) before work begins:
  • individual (personal) consultation on licensing requirements in the selected state and selection of an individual licensing strategy;
  • review of the Client's education and work experience documents against the requirements of the relevant authority;
  • preparation of a written roadmap for the process;
  • assistance in gathering and checking the completeness of the document package;
  • translation of documents;
  • arranging a foreign credential evaluation through accredited third-party agencies;
  • completing and filing applications and forms with the relevant authorities;
  • handling correspondence with the relevant authority until it issues its decision;
  • arranging examination preparation: providing License.US's own study materials, or registering the Client on educational platforms and purchasing access to third-party preparation programs on the Client's behalf.
3.1.1. The initial consultation before this Agreement is concluded and before payment is free of charge, is introductory in nature and is not part of the paid services under this Agreement.

3.2. The following are not included in License.US's fees and are paid separately by the Client: state and government fees, examination fees, credential evaluation fees, tuition at accredited schools, access to third-party educational platforms and preparation programs, notarization and apostille costs, and postal or courier charges.
3.3. Services not listed in the written agreed scope are not provided by License.US.
3.4. Status of translations. Translations produced by License.US are not notarized or certified unless agreed otherwise in writing. If the authority requires a certified or notarized translation, its cost is paid separately.
3.5. Revisions at the authority's request. One revision of the document package at the authority's request is included in the service fee. Any further revisions, and re-filing after a denial, are agreed and paid for separately.
3.6. Declining a request. License.US may decline a request before work begins without giving reasons; in that case any payment made is refunded in full.
4. Authorization
4.1. The Client authorizes License.US to take the following actions on the Client's behalf, to the extent necessary to deliver the agreed services:
  • prepare, complete and file applications, forms and documents with the relevant authorities;
  • create and maintain the Client's accounts on government portals;
  • upload the Client's documents and data;
  • correspond with the relevant authorities regarding the Client's application;
  • call and send written inquiries, including inquiries about the status of the Client's application, to the relevant authorities, credential evaluation agencies, testing centers and educational institutions;
  • contact the Client's former employers and the persons designated by the Client to verify the Client's education and professional experience;
  • register the Client on educational platforms and purchase access to preparation programs on the Client's behalf;
  • make payments in accordance with Section 5.
License.US staff perform these actions as representatives of License.US acting on the Client's instructions; they identify themselves by name and as License.US staff and do not impersonate the Client. Where an organization discloses information only to the applicant or requires a separate authorization, the Client will contact the organization directly or sign the required release form, and License.US will provide organizational support.
4.2. Actions requiring the Client's personal participation. Where the rules of the relevant authority require the applicant's personal signature, personal attestation as to the truthfulness of the information, identity verification, biometric submission or personal appearance, the Client shall perform those actions personally. License.US will notify the Client of any such requirement and provide organizational support.
4.3. Accounts. License.US creates and uses the Client's accounts with the Client's knowledge and only where permitted by the rules of the relevant authority. Where an authority prohibits third-party access to an applicant's account, the Client shall perform the relevant actions personally with License.US's guidance.
4.4. The Client confirms that this authorization reflects the Client's actual intent, does not violate U.S. law, and has not been revoked at the time License.US acts upon it. The Client may revoke this authorization at any time by written notice; revocation operates prospectively and does not affect actions already taken.
4.5. License.US acts as the Client's authorized representative solely for the actions listed in Section 4.1 and solely for the purpose of delivering the agreed services. This Agreement does not create a general agency, partnership, joint venture or employment relationship between the parties.
4.6. The Client's signature. The Client confirms the accuracy and completeness of the information and documents provided to License.US and personally signs the application and any other documents requiring the Client's signature. License.US does not sign applications on the Client's behalf. The package is submitted to the authority only after the Client confirms the final version in writing.
5. Payment of Government Fees
5.1. The Client chooses one of two methods for paying government fees, examination fees, other mandatory charges, and the cost of access to third-party educational platforms and preparation programs. The chosen method is recorded in writing.
5.2. Option A — the Client pays directly. License.US provides payment details, links and instructions, and the Client makes the payment and sends License.US confirmation.
5.3. Option B — License.US pays on the Client's behalf. License.US makes the payment subject to the following conditions:
  • each payment is agreed with the Client in writing before it is made, specifying the amount, recipient and purpose;
  • the Client transfers the amount of the fee to License.US's account in advance (Zelle, PayPal or bank transfer);
  • License.US provides the Client with confirmation of the payment.
5.3.1. License.US does not store the Client's payment card details and does not request them. If the Client chooses to pay via PayPal, card data is processed by PayPal and is not shared with License.US.
5.4. Government and examination fees are paid to the relevant authorities and are not refundable by License.US under any circumstances.
5.5. License.US may use electronic payment systems and third-party platforms. Payment transactions may be governed by the rules of the applicable payment systems.
6. Client Obligations
6.1. The Client shall:
  • provide accurate, complete, current and genuine documents and information;
  • respond to requests from License.US and from the relevant authorities within 10 calendar days, or within the deadline set by the authority if that deadline is shorter;
  • immediately inform License.US of any circumstances that may affect the application, including outstanding fines or penalties, suspension or revocation of a previously issued license, prior denials, applications filed independently in the same or another state, and any criminal or administrative proceedings;
  • pay the costs listed in Section 3.2, or ensure funds are available for them;
  • perform the actions described in Section 4.2;
  • review translations and completed forms prepared by License.US before they are filed, and confirm their accuracy.
6.2. The Client is solely responsible for the accuracy and authenticity of all documents and information provided to License.US.
6.2.1. Filing on your own. If the Client files an application on the same matter independently, the Client shall notify License.US immediately. A duplicate filing may lead to denial by the authority and is grounds for terminating the services without a refund.
6.3. License.US is under no obligation to verify the authenticity of the Client's documents and is not liable for the consequences of the Client providing inaccurate, incomplete or falsified documents, including denial by the authority, revocation of a license, or any penalties.
6.4. If the Client fails to respond to License.US's requests for 60 consecutive calendar days, License.US may suspend the services; after 90 consecutive calendar days, License.US may terminate this Agreement, with the consequences set out in Section 8.
6.5. If the Client provides License.US with personal information of third parties (including persons verifying the Client's education or experience and former employers), the Client confirms that such persons have consented to the disclosure of their information to License.US and the relevant authorities, to its processing in accordance with the Privacy Policy, and to being contacted by License.US or the relevant authority to verify the information. The Client is responsible for any lack of such consent and for the accuracy of the information provided. License.US uses such information solely to deliver the services to the Client and does not use it for marketing.
7. Fees and Payment
7.1. Fees are determined individually based on the state, the profession and the scope of work, and are agreed with the Client in writing before work begins.
7.2. Payment is made to License.US's account via Zelle, PayPal or bank transfer using the details License.US provides to the Client. Payment is made in full before services begin, unless the parties agree otherwise in writing, including installment arrangements.
7.3. License.US may change its fees for new orders. Fees already agreed in writing with a Client may not be changed unilaterally.
7.4. If circumstances arise that materially increase the scope of work, License.US will notify the Client and the parties will agree the additional fee in writing. The Client may decline, in which case Section 8 applies.
8. Refunds and Early Termination
8.1. Cooling-off period. If the Client withdraws within 3 calendar days of payment and before work has begun, 100% of the fee is refunded, less the payment processor's fee. Work is deemed to have begun when the individual consultation takes place or document review starts, of which the Client is notified in writing.
8.1.1. Allocation of the fee across stages. The fee is allocated across stages of work: individual consultation, case review and strategy selection — 25%; preparation and review of the document package, including translations — 35%; completion and submission of the application — 25%; support until the authority issues its decision — 15%. On termination, License.US retains the value of the stages completed as of the date the withdrawal request is received. The remainder is refunded within 10 business days to the original payment method.
8.2. Government fees, examination fees, credential evaluation fees, third-party tuition and any other payments made to third parties are non-refundable, as they were not paid to License.US.
8.3. Notwithstanding Section 8.1, no refund is issued where:
  • the authority denied the application on grounds relating to the Client, including failure to pass a background check, failure to meet requirements, or submission of inaccurate or falsified documents;
  • the Client ceased communication as described in Section 6.4;
  • the Client independently took actions that made delivery of the services impossible;
  • the services have been delivered in full.
8.4. If License.US is unable to deliver the services for reasons attributable solely to License.US, the Client is refunded the amount paid, less costs actually incurred by License.US and the value of work already performed. License.US determines the amount withheld based on the work actually completed and provides the Client with a written calculation together with the refund.
8.5. A refund request must be submitted in writing to the address in Section 15 within 30 calendar days of termination. Approved refunds are issued within 10 business days of License.US's approval of the request, using the original payment method.
8.6. This Section applies to the fullest extent permitted by applicable law. If any provision of this Section is held unenforceable, the remaining provisions remain in effect.
9. Payment Disputes and Chargebacks
9.1. If the Client has any billing concern, the Client shall first contact License.US at the address in Section 15 and attempt in good faith to resolve it.
9.2. Initiating a chargeback without first following Section 9.1, where services have been delivered or commenced, constitutes a breach of this Agreement.
9.3. License.US may provide the payment processor with this Agreement, the parties' correspondence and evidence of work performed, and may recover from the Client any costs incurred as a result of an unfounded chargeback.
10. Confidentiality and Personal Data
10.1. License.US processes the Client's personal data in accordance with the Privacy Policy, which forms an integral part of this Agreement.
10.2. License.US applies reasonable organizational and technical measures to protect documents and information provided to it.
10.3. License.US may share the Client's documents and information with the relevant authorities, credential evaluation agencies, translators and payment processors, to the extent necessary to deliver the services.
11. Limitation of Liability
11.1. License.US's total liability under this Agreement, on any basis whatsoever, shall not exceed the amount actually paid by the Client to License.US for the services giving rise to the claim.
11.2. License.US shall not be liable for lost profits, lost income, loss of business reputation, or for any indirect, incidental, special, punitive or consequential damages, even if advised of the possibility of such damages.
11.3. License.US is not responsible for:
  • decisions made by, or processing times set by, the relevant authorities;
  • changes in state law or requirements occurring after services begin;
  • the acts or timelines of third parties, including credential evaluation agencies, schools, testing centers, postal and courier services and payment processors;
  • consequences of the Client providing inaccurate information;
  • inability to deliver services where the Client fails to perform the actions described in Sections 4.2 and 6.1.
11.4. Services are provided on an "as is" basis. License.US disclaims all warranties not expressly stated in this Agreement, including implied warranties of merchantability and fitness for a particular purpose.
12. Force Majeure
Neither party is liable for failure to perform caused by circumstances beyond its reasonable control, including natural disasters, acts of war, epidemics, acts of government, suspension of operations by the relevant authorities, and failures of payment systems or communications. Performance deadlines are extended for the duration of such circumstances.
13. Term and Termination
13.1. This Agreement takes effect upon acceptance by the Client and remains in force until both parties have performed their obligations.
13.2. License.US may terminate this Agreement upon written notice to the Client if: the Client breaches Section 6.1; the Client provides inaccurate or falsified documents; the Client behaves inappropriately toward License.US's staff; or the circumstances in Section 6.4 arise.
13.3. Where License.US terminates on the grounds in Section 13.2, no refund is issued.
13.4. License.US may terminate this Agreement for any other reason upon at least 14 calendar days' written notice to the Client. In that case, a refund is issued in accordance with Section 8.4.
13.5. Upon termination, at the Client's written request License.US will deliver the documents prepared for the Client and delete the Client's personal data in the manner and within the timeframes set out in the Privacy Policy, except for information License.US is required by law to retain.
13.6. Sections 2, 6.2, 6.3, 9, 10, 11, 14 and 18 survive termination of this Agreement.
14. Governing Law and Dispute Resolution
14.1. This Agreement is governed by the laws of the State of Florida, USA, without regard to its conflict of law rules.
14.2. Pre-suit notice. Before filing suit, a party shall send the other party a written notice describing the claim and how the amount is calculated. The parties shall attempt in good faith to resolve the dispute within 30 days of receipt of that notice.
14.3. Venue. Disputes not resolved through the notice procedure shall be brought in the courts of Pinellas County, Florida. Nothing in this clause prevents either party from bringing an action in small claims court in the party's home jurisdiction.
15. Notices
15.1. All legally significant notices shall be sent to [email protected] and are deemed received by License.US on the next business day.
15.2. Notices to the Client are sent to the email address provided by the Client and are deemed received on the day sent.
15.3. Mailing address. AB License LLC, 7901 4th St N Ste 300, St. Petersburg, FL 33702, USA. Phone: +1 (773) 872-3088.
15.4. Correspondence between the parties by email and messenger in which the scope, fees and terms of services are agreed forms an integral part of this Agreement.
16. Changes to this Agreement
16.1. License.US may amend this Agreement by publishing a revised version on the website with an updated date.
16.2. Amendments do not apply to services paid for before the revised version is published; those services remain governed by the version in effect when the Client accepted this Agreement.
17. General Provisions
17.1. If any provision of this Agreement is held invalid or unenforceable, the remaining provisions remain in full force.
17.2. This Agreement, together with the Privacy Policy, the Refund Policy, the SMS Terms and the terms agreed in writing, constitutes the entire agreement between the parties and supersedes all prior understandings.
17.3. The Client may not assign its rights or obligations under this Agreement without License.US's written consent.
17.4. License.US's failure to enforce any provision does not waive its right to enforce it later.
17.5. In the event of any discrepancy between the English and Russian versions of this Agreement, the English version prevails.
18. License.US Materials and Use of Third Parties
18.1. All guides, checklists, instructions, templates, study materials and roadmaps prepared by License.US are License.US's intellectual property and are provided to the Client for personal use only.
18.2. The Client may not copy, distribute, publish, resell or transfer License.US's materials to third parties without License.US's written consent.
18.3. License.US may engage third parties to deliver the services (translators, credential evaluation agencies, payment processors), remaining responsible to the Client within the limits set out in Section 11.
19. Requests Through Partners
19.1. A Partner is a business (for example, a salon) that submits a request for License.US's services on behalf of its employee or contractor (the "Specialist"). In such cases the Specialist is the Client under this Agreement, and the Partner acts as the Specialist's point of contact unless otherwise agreed in writing.
19.2. By submitting the partner form, the Partner confirms that: the Specialist has consented to the disclosure of their information and documents to License.US; the Specialist knows that License.US handles their case through the Partner and will discuss the progress and outcome of the application with the Partner; and the Partner is authorized to act on the Specialist's behalf to that extent.
19.3. Before work begins, the Specialist personally accepts this Agreement, including the authorizations in Section 4, by completing the post-payment client form. Actions requiring the applicant's personal participation (Section 4.2) are performed by the Specialist personally.
19.4. The Partner is responsible for the accuracy of the information it provides and for obtaining the Specialist's consent. The Specialist may at any time ask License.US in writing to communicate with the Specialist directly.
19.5. Payment by the Partner and partner terms are agreed separately in writing. Where the Partner has paid for the services, the Partner is the party to the payment: termination correspondence is conducted with the Partner and any refund is issued to the Partner. Terms agreed between the Partner and the Specialist do not concern License.US.
20. Reviews and Publication of Materials
20.1. By sending License.US a review, photograph or video, the Client agrees to its publication on License.US websites and social media together with the Client's name, profession and state. Consent may be withdrawn at any time by writing to License.US; the material is then removed from License.US's own channels within 10 business days. License numbers, addresses and other identifiers are never published.
